Kahramaa announces regulations for district cooling services
Kahramaa announced a set of new regulatory measures governing district cooling services in Qatar as part of its efforts to enhance sector regulation, service efficiency, and sustainability.
In a statement published on its official X platform account, Kahramaa explained that the 2026 decisions issued by the Minister of State for Energy Affairs aim to establish a clear regulatory framework that ensures service quality, protects stakeholder rights, and organizes operational and technical procedures.
The decisions include defining the areas covered by district cooling services and setting the conditions and requirements for buildings and facilities eligible to benefit from the service.
The regulations also organize the mechanism allowing licensed companies to access public lands and properties to install, maintain, or remove district cooling networks, in addition to defining procedures for requests related to relocating, modifying, or removing parts of the networks.
The decisions further address compensation mechanisms for landowners and property owners affected by district cooling network works or related costs.
Kahramaa stated that these measures support sector sustainability and improve service quality in line with Qatar’s infrastructure development plans and modernization goals.
