Qatar’s construction sector continues to demonstrate strong growth in 2025, driven by a notable increase in the number of building permits issued. During the first nine months of the year, a total of 7,138 building permits were recorded, compared to 6,279 permits during the same period in 2024, representing a year-on-year increase of 13.7%, according to data from the Real Estate Authority and the National Planning Council.
The data shows that building permits issued in 2025 exceeded 2024 levels in every month, indicating a broad-based and sustainable recovery in development activity across the country. In the third quarter of the year, most permits were concentrated in Al Rayyan and Doha municipalities, followed by Al Daayen and Al Wakrah.
The construction sector remains a key pillar of Qatar’s national economy, with building permits and completion certificates serving as critical indicators of sector performance. Following growth of 1.4% last year, the sector is poised for further expansion, supported by increased investments in housing, renewable energy, and transport infrastructure.
The sector is expected to achieve an average annual growth rate of 4.7% between 2026 and 2029, fueled by public and private sector investments in strategic areas such as renewable energy, water infrastructure, and liquefied natural gas (LNG) projects. Qatar’s construction market is forecast to reach USD 106.33 billion by 2030, with a compound annual growth rate (CAGR) of 9.13% during the forecast period (2025–2030).
