The Real Estate Regulatory Authority "Aqarat" Hosts the Second Real Estate Developers Forum
On Monday, February 10, 2025, the Real Estate Regulatory Authority "Aqarat" hosted the second Real Estate Developers Forum. The event aimed to enhance collaboration and coordination between the authority and real estate developers, discuss the current state and latest developments in the real estate sector, and activate laws and regulations to stimulate and regulate the industry.
The forum is part of the authority's efforts to strengthen direct communication with real estate developers, listen to their feedback and suggestions, and improve services and performance to elevate the real estate sector in alignment with Qatar National Vision 2030.
The event was attended by His Excellency Engineer Khalid bin Ahmed Al-Obaidli, Chairman of the Real Estate Regulatory Authority, along with a large number of real estate developers, executives from major real estate development companies in Qatar, and a distinguished group of experts from both inside and outside the country.
On this occasion, H.E. Eng. Khalid bin Ahmed Al-Obaidli expressed his delight at organizing the second edition of the forum, emphasizing its crucial role in strengthening the partnership between the authority and real estate developers. He highlighted the forum's importance in fostering an attractive investment environment by regulating and improving the sector’s services, as well as implementing laws and regulations that contribute to the sector's growth.
He stated: "The forum presents a unique opportunity to enhance collaboration between the public and private sectors to achieve sustainable development in the real estate industry, address the growing market needs, and facilitate dialogue and knowledge exchange among stakeholders."
During the event, Eng. Mubarak Al-Naimi, Director of Licensing Affairs at the Real Estate Regulatory Authority, delivered a detailed presentation on the authority’s key strategic initiatives. He highlighted progress in the preliminary registration of real estate developers, a process aimed at regulating and documenting real estate development activities, alongside the establishment of a licensing committee and the activation of escrow accounts.
Al-Naimi also showcased key initiatives launched by the authority, including the real estate investment map and the automation of services. Additionally, he outlined the authority’s vision for organizing the third edition of the Qatar Real Estate Forum 2025, which is expected to bring together leading experts and decision-makers at both national and international levels.
The presentation further addressed mechanisms to activate real estate development dispute resolution committees to ensure swift and efficient conflict resolution within the sector. It also detailed the real estate development journey, from obtaining necessary licenses and classifications to the digital transformation of the investor experience—enhancing transparency and attracting foreign direct investment.
The forum revisited challenges and suggestions raised by developers in the first edition, with ongoing efforts to study and address these issues in collaboration with relevant authorities to drive sector development.
These initiatives discussed during the forum are part of a comprehensive strategy led by the Real Estate Regulatory Authority "Aqarat" to modernize and refine the sector’s legal and regulatory framework. The ultimate goal is to support growth, ensure sustainability, and uphold the highest standards of efficiency in the real estate market, in line with Qatar’s Third National Development Strategy.
