Qatar’s Minister of Justice and Minister of State for Cabinet Affairs, H.E. Ibrahim bin Ali Al-Mohannadi, has issued the executive regulations for Law No. (5) of 2024 on Real Estate Registration, along with the related implementing decisions, which were approved by the Cabinet earlier today.
Amer Saeed Al-Ghafri, Assistant Undersecretary for Real Estate Registration and Documentation at the Ministry of Justice, emphasized the importance of these regulations in outlining the practical procedures necessary to implement the law’s provisions. He noted that this step aligns with the Ministry’s vision to enhance efficiency, transparency, and legal protection in real estate transactions, supporting Qatar National Vision 2030 and the Third National Development Strategy.
The new executive regulations comprise three chapters and 17 articles that detail the processes for registration, property transfer, land subdivision, consolidation, and zoning adjustments. They also regulate the work of the Real Estate Registration Committee, including how grievances and objections are handled, which boosts transparency and market confidence.
Al-Ghafri clarified that the first chapter outlines procedures for verifying signatures, registering ownership, and mandates property owners to notify the Registration Department of any changes in property details. It also streamlines the process for issuing replacement ownership deeds in cases of loss or damage.
The second chapter details how to manage requests for property subdivision, consolidation, and zoning changes, following technical review and coordination with urban planning authorities.
The third chapter expands the responsibilities of the Real Estate Registration Committee, allowing stakeholders to submit complaints or appeals using designated forms. It also outlines the process for disputing property valuation for registration fees, allowing objections within 15 days, with a resolution issued within 30 days.
